Norway’s Vape Rules in 2026: What You Need to Know

Importing or selling e-cigarettes and refill liquids that contain nicotine is still prohibited in Norway. That is the position in the Norwegian Directorate of Health’s guidance, last updated May 12, 2026.

It was meant to change. Norway passed a law in 2017 to replace the ban with EU-style product rules, and earlier reports, including a previous version of this guide, expected legal sales to begin in 2025. That did not happen. In July 2025 the Ministry of Health and Care Services proposed keeping the ban in place instead, pointing to rising use among young people, and asked whether it should also cover nicotine-free e-cigarettes.

Two other rules are already in force:

• Flavor ban (since July 1, 2024): e-cigarettes and e-liquids may not have a “characteristic aroma,” meaning a prominent smell or taste of anything other than tobacco.
• No ordering from abroad (since January 1, 2026): private individuals may not buy tobacco or nicotine products, including vapes and e-liquid, from sellers outside Norway, whether online, by phone or by mail.

• E-cigarettes and refills with nicotine: import and sale are prohibited.
• Nicotine-free e-cigarettes and e-liquids: legal to sell, but only with tobacco flavor or no flavor, and only to people aged 18 or over. The Directorate of Health lists fruit, spices, herbs, alcohol, candy, menthol and vanilla as examples of banned flavors.
• Orders from sellers abroad: banned for all of the above since January 1, 2026.

Shops selling nicotine-free e-cigarettes and e-liquids in Norway need to:

• Check age: no sales to anyone under 18.
• Stock tobacco flavor or unflavored only: if a product’s flavor is in doubt, the Directorate of Health can require a sample for testing.
• Register the shop: physical points of sale must be registered in the national tobacco sales register (Tobakkssalgsregisteret).
• Keep products out of sight: e-cigarettes and e-liquids may not be visible to customers at the point of sale, with an exception for specialist tobacco and e-cigarette shops that do not highlight any brand.
• Skip advertising: Norway’s advertising ban extends to e-cigarettes.

In May 2026 the government also proposed higher maximum penalties for breaking the tobacco law, aimed at organized illegal sales.

• Nicotine-free e-liquid in tobacco flavor, or unflavored, can be bought from Norwegian shops.
• Nicotine e-liquid cannot be bought legally in Norway, and ordering it from abroad has also been banned since January 1, 2026. Norway’s customs service notes a narrow exception for personal import under medicines rules, so check its guidance before ordering anything.
• Vaping falls under the same restrictions as smoking in most indoor workplaces, indoor public places and on public transport.
• Norway has charged excise duty on nicotine-containing e-liquid since July 1, 2021. The 2025 rate was NOK 5.26 per milliliter.

• A permanent nicotine ban: proposed by the government in July 2025. The consultation closed on October 11, 2025.
• Banning nicotine-free e-cigarettes too: raised in the same consultation and still described as a proposal in the Directorate of Health’s May 2026 guidance.
• Standardized packaging for e-cigarettes: passed by parliament in December 2023, with no start date set as of March 2026.

Rules are still moving, so check Helsedirektoratet and Tolletaten for the current position before buying, selling or traveling.

Black Note e-liquids are sold in Norway through NoSmoke, which has stores across the country and an online shop for customers aged 18 and over.

• Nicotine e-cigarettes and refills are still banned from sale and import in Norway, and the government has proposed keeping it that way.
• Since July 1, 2024, only tobacco-flavored or unflavored e-liquids may be sold.
